Ottoman rule, where Muslim leaders actively encouraged Jewish settlement in Constantinople
I have read nowhere that the Ottoman government were actively encouraging the Jews to come and settle down in Constantinople. In June of 1882, some Jewish leaders from Romania arrived in Constantinople and they went to see the American ambassador there and they were asking him to plead on their behalf to the Ottoman Empire to allow not thousands but millions of European Jews. The Ottoman government replied by saying that they were allowed to come and settle down anywhere in the Empire with the exception of Palestine. Of course, they did not like that, because they were Zionists and therefore Palestine was what they wanted. But only a year later, problems erupted between the Jews who had settled in Palestine and the Ottoman government because too many of them were Russian Jews and the US government had secretly made them American citizens so that the Ottoman government could not interfere with them.
