Yes, Biden could invade the Hague, but if he did so then the ICC could just summarily execute the prisoners as the US troops were entering the building. Any complaints about the prisoners being deprived of a trial would be blamed on Biden. Additionally, the court would be reconstituted elsewhere and arrest warrants would then be issued for Biden….along with a bounty for bringing him in. I doubt Biden would want that since he has such a predictable schedule and practically lives in Delaware because it would make capturing him relatively easy for any group that was large enough to employ more bounty-hunters than Biden’s security detail employs. How difficult it would be would primarily depend upon what the requirements were to claim the bounty…for example, a live capture would be harder than merely turning in a head to claim the prize.
Realistically, though, I doubt things would get anywhere near that point because politicians huff and puff all the time about what they “could do” or “can do” or “might do”…but this is all just sabre rattling and not to be taken seriously. Invading another country isn’t something that could be done without political repercussions.
