In 1903, the British government that was occupying Kenya and Uganda at that time was seriously considering to let the European Jews to settle there but it was not completely free as you can read from the link below unlike Palestine that was to become the land of the Jews for free. But if the Jews had settled in Uganda or Kenya, there is no way that they would have engaged in the kind of cruelty against the East Africans because they are an African people and it would look too bad for a white people to engage in the massacres of a black people.
