How about if a mean person kicks a sleeping dog every time S/he walks by and one day the chain comes off its restraint.
The next time the “kicker-of-the-dog” walks by, the dog jumps up and bites the kicker, realizing the chain is not restraining.
The kicker now has a “reason” to call for shooting the rabid dog.
It is all the dog’s fault after all.
