Google ‘foreign lobbies in US by contribution size’ . China, Saudi Arabia and Qatar all contribute way more than Israel. All three notedly hostile to Israel (maybe not Saudis of late). If lobbying donations is what controlled US policy, US policy would be stringently pro-Palestinian.
