You know that in some lands the Jewish problem has come to mean calamity for the government. If it sides with the Jews, it is confronted by the ire of the masses; if it sides against the Jews, it may call disagreeable economic consequences down upon its head because of the peculiar influence of the Jews upon the business affairs of the world. Examples of the latter may be met with in Russia.

This was an admission that the Jews conspire together to cause economic problems for any country that they dislike. Even if they had offered Theodor Herzl a billion dollars to make that statement, he would have refused. But the reason why he made it was because he had asked the Russian government to make a public statement supporting Zionism and they said that they would do that only if Theodor Herzl would make a public statement that there were compelling reasons why the Russian government was reacting the way they did towards the Jews and it was because they considered themselves foreign to Russia and they were behaving like an enemy would behave towards Russia. Because Russian support for his Zionism was very important to him that he was willing to make this revelation.
