In a year or two when the war has wound down, there will probably many organisations to be help partially financially responsible for the damages and deaths in Negev. The UNRWA, if demonstrated to have known of the attack ahead of 7 October, will probably also be held partially responsible. If the facilities of the UURWA were willingingly allowed to host the jihadi operations, again there will be consequences.
