The ex foreign minister needs to be patient as the Yemenis jihadis do their calculations of losses for having successfully killed their first Israeli. The first Israeli retribution was setting up an equation. Now the jihadis can calculate for themselves the degree of infrastructure and economic losses, they prefer to endure. If they are not sure of the equation, they can kill another Israeli, to double check the values of the IDF retribution. It is up to the jihadis to work out the math.
