While you can argue the soldiers kidnapped from IDF bases are prisoners of war, the civilians taken from the kibbutzim and the festival (inside the 1967 borders) are civilian hostages. Only active-duty military personnel would be prisoners of war. So it’s incorrect to say all 120 of them are prisoners of war.
