Destroying unsafely constructed buildings is one thing, but they have also demolished some pretty sound looking reinforced concrete structures. Those buildings could be converted to structures that would be helping the locals. The families that raised jihadis would lose their property, they could get an one-way exit visa out of the Territories, but the structure could be used for a positive purpose instead of rearing jihadis. Probably best to not let Unsettleing Settlers set their eyes on the buildings though.
