Iran fell into a clever gambit by taking the unprecedented actions in April and October of directly striking with missiles Israel. Essentially creating a precedent for striking Israel as it wishes. But precedents work both ways, giving Israel the precedent for striking Iran at its will.
So now, Iran is not dealing only with international sanctions, but with international acceptance of Israel targeting Iran proper. This miscalculation by Iran has shifted enormously the limits of acceptable operations in the eyes of the international community.
