Report by Human Rights Watch does not say that the use of repeated evacuation orders saves civilians from injuries and death, due to moving to safer zones.
Too often the Gazans overwork their donkeys. Those carts are nothing more than extra sturdy rickshaws, and with all the healthy Gazan youth free from having to go to boring UNRWA jihadi schools and no longer coughing their lungs up while digging war tunnels, it would make sense that the youth pull and push the carts instead of the donkeys.
