The Israelis still have a long ways to go in order to get past this tendency of complacency.
Although the defense forces are security forces are rapidly deployed to help respond to emergencies; sooner or later the populace itself must fill in the gaps. This increased sense of responsibility of the ‘civilians’ we can see becoming stronger and stronger, when folks on the streets immediately jump into the middle of an attack, and beat the terrorists down.
So with this need to increase promptness and preparation for the eventual attacks, those sectors that traditionally have been somewhat less involved in security and defense, now can pick up the slack. Note only the ultra-Orthos but also we see more and more women demanding combat training. Eventually this Spartan-Israeli approach to self preservation will have a higher and higher percentage of the population actively involved in curbing not only terror actions, but criminal actions in general.
Still a long ways to go, but if any population on this Earth can do it, it will be the Israelis.
