Start a scorched earth campaign in Rafah and North Gaza. Anything that moves, eliminate. Continue until all Gaza is a parking lot or the hostages are released and Gaza surrenders.
If firing or rockets from that safe zone are launched reply with artillery shells into an area of 1 sq. km from the firing zone.
