The ethnicities and religious groups in Syria have been hashing out various options along a decentralised power scheme for decades. The strong-man Assad regimes attempted to maintain central authority, to varying levels. Now the war as allowed many of the minorities to consolidate their own political and militias forces. If the Caretakers are wise they will work out a compromise with a decentralised logic. Too early to tell, but the various foreign forces in Syria seem to be giving support to some of these minorities that are in distinct geographical areas.
