The PLO / PA is secular and has always been secular. They don’t run a state they have limited administrative control over Area C in the West Bank. They are also controlled by the US National Security Coordinator which includes nine NATO members: Bulgaria, Canada, Italy, Greece, Poland, Netherlands, Turkey, United Kingdom and the US. The National Security Coordinator is illegal under international law, nonetheless that is the system in place.
