To seize power Hamas had to have a following in Gaza and that has not changed because most in Gaza live off the dole and Hamas just augments with preparations for war. You cannot pour in money and expect anything different with a war like Islam.
You created a catch 22 situation in your response. Hamas is not building schools, housing , infrastructure with heavy machinery and cement but using it for ,as I said warlike, Intentions. Why would Israel do that?
