It might be best to immediately relocate the West Bank jihadis to nations that support that type of living and ideology. Probably Iran, Qatar, Turkey, Espana, Ireland, Algeria, Sut Afrkr. This will give them a chance to be part of larger caliphate-ish nations. The West Bankers probably can help those nations develop as well. But for the Gazan jihadis, there will probably need to be a period of reeducation in the host countries, to give them therapy time to reduce their need to harm others, especially women, children and young men.
