Turning the West Bank and Gaza into a stable democratic Shangri La would be a fantastic idea if the Palestinians would embrace the idea. But they have never embraced such an idea in the past and there is no reason to think they would in the future. The Palestinians have a long history of turning their children into suicide bombers, celebrating the murder of innocent men, women and children, blowing up restaurants, theaters, and other public places, kidnapping and torturing people, raping young girls, throwing homosexuals off rooftops, blowing up airliners, hijacking ships, stealing billions in aid from their own people, toppling any Arab government that tries to help them, etc. They are by socialization, theological indoctrination, religious upbringing, economics, and other civilizational parameters, a violent, destitute, backwards, superstitious people who, as they have shown, will not respond to peace, prosperity, and upward mobility. No sooner would the Western world turn the Gaza and West Bank into the Rivera of the Middle East, then the Palestinians would return to blowing stuff up and murdering people. For the Palestinians, poverty, violence, and chaos is a way of life. Nothing can be done to help them.
