The achieve control the Gazan jihadis need:
– to maintain control of selling exit visas to Gazans,
– to maintain enough young Gazans to recruit into the militias,
– to increase the number of refugees to receive the per capita funds from the UN
– to maintain of the hospitals, mosques, schools and water distribution
– to continue receiving kickbacks for each truck of relief cargo entering Gaza,
– etc. etc. etc..
As with any organised crime group, it need to make money and control the public.
