To help reduce pollution it might be best to remove all vehicles from Gaza except for a emergency vehicles. The enclave is so small it can easily be walked across. And for those that need to carry object or other folks, then rickshaws would be ideal for the Gazans. The energetic youth, instead of choking out their lungs with dust digging tunnels, can instead pull, push and/or peddle the rickshaws.
