Instead of luring the Gazans into one-way emigration, formulas for right-to-return, would be more convincing for their participation. For example, the Syrians have taken refuge in many countries since 2011, and now hundreds of thousands have started to return.

Of course, there will need to be special exemptions for the jihadis, and their departures will remain one-way. The jihadi funding nations like Turkiye, Qatar, South Africa, etc. will need to accept their brethren into their countries. Even parts of the Negev desert could temporarily house non-jihadi Gazans, and probably even offer various forms of employment to them, which would years later hopefully continue as they return to Gaza. The non jihadi Gazans can also help work to reconstruct Gaza.
