Probably many of the detainees and POWs in Israel are shy to request medical check-ups from the prison staff. So by detaining more medical personnel, it is a roundabout way of supplying medical attention to those too proud to ask for help. Sort of a two4one deal where a jihadi is removed from the streets, but at the same time performs a helpful function as an inmate. Over a lengthy sentence, a medical worker, might even realise that it is more rewarding to help people instead of killing them in jihad.
