Temporarily relocating the population of Gaza to Egypt was the 3rd option. It would give the IDF a chance to destroy Hamas and its infrastructure while keeping Gazan civilians safe. The downside is that members of Hamas could also escape, return and rebuild. This last consequence must not be allowed to happen.
In spite of its name, the Ministry is of minor importance. Their reports are speculative and presented as options to consider.
