Interpreting?
Look at the words you used: “could, endanger”.
If that’s what Article 8 means, than terrorists can shoot rockets into foreign cities from their own cities with impunity. No country will apply such law to itself.
Same for terrorists who invade a neighboring country, kill, rape, burn and take hostages and escape to their own cities.
Most UN resolutions against Israel win majorities of members.
