Oriental?? You mean middle-eastern perhaps but it’s ok even the French refer to the region as Proche-Orient.
I believe you are referring to a video of 2 or 3 guys in military fatigues in an alley. This happened in 2014 (?) in the Tadamon district of Damascus (Syria) ,and those military, unfortunately, were from the regular Syrian army. A rogue group? i do not know but it is reminiscent of videos i saw of the German Einsatzgruppen massacres in WWII. Horrifying.
