Any Palestinians that are moderates live in fear of Hamas. They would be instantly killed as “traitors” if they helped you under the current circumstances. And Hamas is unlikely to surrender as its easier for them to hide behind women and children as they usually do.. As each day passed pressure will mount on Israel to conduct a cease fire. This plays into Hamas hands.
IMO the best approach is build a safe zone in part of Gaza for Palestinians that are moderates willing to denouce Hamas to move any Palestinian children caught in the war zone. Provide medicine, food, and shelter. Allow them right to self govern (unarmed) and have the Israeli army as backup for any Hamas fighters that filter through into the safe zone. This way the ones that don’t come to the safe zone are mostly the Hamas fighter stuck in the war zone. This looks good on Israel in the war of international opinion. If Israel continues to bomb Gaza while half the population of Gaza is children even the US will eventually turn on you.
