These rockets cannot be fired to target specific military objectives in or near civilian areas, and are “indiscriminate when used against targets in population centers”.
It’s my understanding that no rockets use fuel that would be powering power stations or generators. My father-in-law was a rocket scientist for NASA. He developed the fuel – so they didn’t blow themselves up again! IgnorantFookin’Twat!
