Netanyahu and his extremist ministers determined to displace all Palestinians currently living in Gaza Strip. As to which organisations will have the authority and responsibility of reconstruction I am sure Israel will want to approve any moves but there is scepticism about Netanyahu allowing foreign nation construction teams to operate in occupied Gaza. Palestinians expect total reconstruction in all of Gaza exclusively for Palestinian people not for foreign illegal Jewish settlers.
