The Ottoman government considered the European Jews to be an objectionable class of people that must be kept out of Ottoman territories and they did in fact pass new laws after the European Jews began to arrive forbidding them to enter Palestine or to live in Palestine or to buy land in Palestine. I don’t think that the chances were that great that the Ottoman government would be inviting a group of people that were considered to be: an objectionable class of people.

The Turkish Government claims the right of discriminating against what it regards as an objectionable class – in this case, the Jews – the same, they say, as the United States discriminates against the Chinese, and the fact that a Jew belongs to this or that nation does not remove him, in their estimation, from the class to which objection is specially made.
