Yes, that is delusional. They had many chances to obtain sovereignty and rejected it with every opportunity. Stop the BS. It is not the fault of Palestinian Arabs, it is the fault of their leadership.
Had Palestinian Arabs accepted the 1947 UN Partition Resolution, they would be celebrating 75 years of independent statehood today, with pre-1967 borders. Arabs chose war to gain everything and they lost. And they blew subsequent opportunities as well.
