It says very clearly: “they end up in the hands of criminals who, because of greed for money, sell them to Palestinian Resistance fighters”.
It’s not entirely clear who these criminals are, but in Israel they are mainly Arabs, and Arab criminals are more likely to have links to so-called Resistance fighters.
