Israel should be in no hurry to rebuild Gaza, or allow it to be rebuilt. Though a few extra humanitarian tents would probably help to keep the locals going for the next few decades.
One tent per fifty families should be a fair allocation. Each family could each stay for one week every year, and it allows two weeks respite for cleaning purposes.
