I am an old man and everyone I know that has always done well, they have done well under every administration, and everyone I know that is always problematic and their kids are problematic, it was always like that, under every administration. Sometimes with the same families! So you are correct that your input does not matter 100%, but personal responsibility is the biggest predictor of your future.
