Like in many lands across the world, people attack other people, resulting in wars. Sometimes brief, but no matter what the duration, people die and property is destroyed. Not all the injured and dead were combatants. Just in the southern Levant, once called Canaan, we see this happening for thousands of years, and it probably will continue. It seems peace and security can only be temporarily achieved, in those gaps between the wars.
So if Israel is able to achieve its goal to weaken Hamas to the point where future terror attacks are few and far between, then the people living in Israel, in Gaza, in West Bank and in East Jerusalem will be less vulnerable to dying in war. Currently the main concentration of remaining Hamas soldiers is within the southernmost Rafah Governorate. The challenge for Israel is to remove them with as few civilian deaths as possible in these coming months.
