Historically this is a major problem with wartime relief efforts. It simply is not safe. War are so easily triggered by irresponsible actions, but are very difficult to end. Hopefully after the Rafah offensive is over, Gaza can slowly, very slowly, start to rebuild, but in a more thoughtful way, than we have seen over the last seventeen years of Hamas rule.
