Large forces are not necessary at this stage. This is a mop-up operation. Fewer forces can communicate easily and not in each other way in a small territory. The forces left behind are elite counter-terrorism units. There is a better chance that some tunnel dwellers will surface believing that they are safe. from a military standpoint, it is not a hindrance to the bigger goal of a Rafah invasion as all the corridors out of Israel are now secure.
Israel is making the area of Khan Yunis accessible to the population now in Rafah. The choice the Gazans have i to leave for these areas of stay and be killed as human shields for Hamas. Rafah in either way will be leveled.
Hopefully, the hostages will be found and speedily released
