Katz shouldn’t even be speaking at the UN. The UN needs a rule that when they issue a resolution telling a member state to stop committing genocide and they refuse…then the next person that nation sends to speak at the UN gets executed in front of the entire General Assembly. It would send a good message to nations who think they can just ignore UN resolutions and still keep their membership.
