It is internationally accepted that any territory that wants to be considered a state must meet four criteria. These are a settled population, a defined territory, government and the ability to enter into relations with other states.

Israel has been a sovereign state for 75 years, Palestinian Arabs do not recognize Israel’ right to exist. Hamas cannot not even get seat at the international table, and the PA was only recognized as an observer at the UN General Assembly with no voter rights.
