You can’t have statehood for place that is non-existent. A place which has been consistently refusing a State since very early in the 20th century. A State with no borders, no political system, no leaders, no anything.
In 1947, the UN passed Resolution 181 to divide what was left of the British Mandate of Palestine, between Jews and Arabs.
Jews accepted.
Arabs refused.
When Israel declared statehood, 5 Arab armies attacked.

Result
Israel gained some land.
Jordan took Judæa & Samaria, the Jewish heartland, renaming it the West Bank of Jordan.With Egypt taking Gaza.

They held them for just on 20 years, when Israel took them in yet another war.
Israel offered to return them in another war. They flatly refused for the same reasons no Muslim/Arab countries are offering to take them now.
