The corruption has to be so deep in the UNRWA, it might be easier to simply replace the organisation with more ethical approaches. Teaching kids in schools to hate and kill is way out of almost any cultural norm. The UNRWA needs to be back charged for the crimes they have allegedly committed. Trials, legal cases, etc.. It will all take time.
