Anybody else could have done what Herzl did for the simple reason that a European Jew who was telling the Christians of Europe that he wanted to start a movement to transfer the European Jews to a a piece of Arab land called Palestine. The European Christians desperately wanted to get rid of the European Jews so much so that they had begun placing advertisements offering huge amount of money to any country that would take them but there were no countries interested. There was a huge amount of Interest in getting rid of the European Jews that Herzl was received as a hero.
