WASHINGTON — President Joe Biden on Friday laid out a three-phase plan put forward by Israel to end the war in Gaza, urging Hamas to agree to what he described as a “comprehensive new proposal.”
In an address from the White House, Biden said the plan starts with a six-week “full and complete cease-fire.” The second phase would see a permanent end to hostilities and the release of male hostages. Reconstruction of Gaza would get underway in the final phase.
Phases 1 and 2 would also see the release hundreds of Palestinian prisoners and an Israeli military withdrawal from Gaza.
Biden said Qatar had transmitted to the Palestinian militant group the latest three-phase proposal.
