now in the closing phase of the war it is
important in the next year or two to leave
no stone unturned
many organised housing with semi infra-
structure for sanitary purposes will be
constructed in zones that had not been
in previously inhabited areas, but not
permanent housing, but encampments
of prefab shacks, tents, etc. where mo-
ability can be ensured when the gazans
are shifted to other safer areas slowly
but surely over these coming years
it is wise to not build solid civil structures
until a partially functioning governance
can be achieved
