Who initiated this? The First Zionist Congress in 1897, when it declared the aim of colonizing historically Arab Palestine for a fantasy racist paradise. The war of aggression against Palestine began at that momment.
Lovely BTW: The congress was planned to be held in Munich, but the local rabbinate forbade it on the (correct) belief that Zionism is fundamentally antisemitic.
