I think the ambiguity is how many nukes they have. There have been guesses from 50 to 400, but since none of them are inspected by the IAEA, they are all illegal, and as soon as they use the first one, any human in a position with access to return nuclear fire is authorized to do so…even if their government orders the opposite. Any sub commander…any nuclear launch facility operator…any random Joe who built a nuke in his garage as a hobby project….ANY human has the right to respond without any orders or authorization based upon their own individual right of self-defense.
