Philo represented the Jews of Alexandria in Rome … after the riots against the Jews begun by Greeks who conspired against the Jews for not placing idols of the Emperor in their Temples … was being discussed in Rome before the Emperor Caligula … we know this episode since Josephus wrote about it in his history of the Jews … specifically in ‘Contra Apion’

The Jews were different than the Greeks / Romans / pagans and certainly Christians & later Muslims
