I presume you have read Pavlov and conditioning and if not you should read it. Muslims are conditioned from birth about Jihad and Islam. They need to be reprogrammed and than new leaders will come forward.
Islam must be reconstructed from the bottom up. There are currently no leaders in any Muslim majority country although Azerbaijan is takin a stab at it.
