Those places would not be bombed if Hamas/Hezbollah wasn’t using them as human shields, weapons storage and command centers. According to the Geneva convention they become legal war targets when the enemy does this. Further the people of these places are well aware they are doing this but place themselves in harms way regardless. That is called complicity.
