Yes it is…and the person who wrote it is Jesus prior to his incarnation (John 1:1) and HE said both Kill and Murder when he quoted it at various times. An author of any written work has full authority to revise their own work whenever they wish…so Jesus’ quotation of it trumps anything that was given to Moses.
